Higher Education - Staffing Policy

1. Purpose

To ensure the provision of high-quality higher education teaching and learning practices by meeting the educational, academic support and administrative needs of higher education students at CIT through the availability of appropriate staffing of higher education courses at CIT.


2. Scope

This policy covers the staffing of all CIT higher education courses.


3. Principles

3.1  CIT is committed to providing high standards of teaching and assessment to ensure the best possible outcome for all students

3.2  The staffing of higher education courses at CIT will be consistent with the requirements of Higher Education Standards Framework (Threshold Standards) 2021 ("the 2021 Higher Education Standards").

3.3  Each teaching College delivering a higher education course is responsible for ensuring:

  • the recruitment and retention of an adequate number of teachers with the requisite qualifications and professional experience
  • the availability of adequate academic support to HE students either by the teachers of the course or through CIT Student Support and
  • the adequacy of administrative support to provide timely and accurate administrative support to higher education students

3.4  Each teaching College delivering a higher education course is responsible for ensuring that all teachers of higher education units are able to provide the level and extent of academic oversight and teaching capacity needed to lead students in intellectual inquiry appropriate for the nature and level of expected learning outcomes

3.5  Staff with responsibilities for academic oversight and those with teaching and supervisory roles in courses or units of study are required to possess knowledge of contemporary developments in the discipline or field, which is informed by continuing scholarship or research or advances in practice. This requirement is addressed in CIT Higher Education-Scholarly Activity Policy.

3.6  Staff with responsibilities for academic oversight and those with teaching and supervisory roles in courses or units of study are also required to possess skills in contemporary teaching, learning and assessment principles relevant to the discipline, their role, modes of delivery and the needs of particular student cohorts.

3.7  Where specialised parts of a course are taught by experienced practitioners who do not fully meet the above knowledge, skills and qualification or experience requirements, the practitioner will have their teaching guided and overseen by staff who meet the requirements.

3.8  CIT Higher Education Professional Equivalency Policy deals with the requirement that all teaching be conducted by appropriately qualified teachers who have either attained a qualification in a relevant discipline at least one level higher than is awarded for the course of study, or equivalent relevant academic or professional or practice-based experience and expertise.

3.9  Teachers are accessible to students seeking individual assistance with their studies, at a level consistent with the learning needs of the student cohort.

3.10  Each teaching College delivering a higher education course will provide an annual report to the CIT Higher Education Committee detailing for each subject of the HE course:

  • teachers
  • level taught
  • qualifications at the level +1
  • scholarly activity
  • Benchmarking
  • evidence of relevant teaching and assessment skills.
