Overview
This course will provide you with the skills and knowledge required to safely operate a boom-type Elevating Work Platform (EWP) where the length of the boom is 11 metres or more in accordance with all relevant legislative requirements.
Boom-type elevating work platform means a telescoping device, hinged device, or articulated device, or any combination of these, used to support a platform on which personnel, equipment and materials may be elevated.
This unit requires a person operating an EWP to plan for the work/task, prepare for the work/task, perform work/task, pack up.
Licensing Information:
Competence in this unit does not in itself result in a licence. A licence is obtained after competence is assessed under applicable Commonwealth, State or Territory Work Health and Safety (WHS) regulations.
The National Assessment Instrument (NAI) is the mandated assessment for the relevant licence as detailed in this unit.
Successful participants are required to lodge an application for a High Risk Work Licence with the regulatory body in the State/Territory they complete training in within 60 days from the issue date of the Statement of Attainment.
Regulatory Information
All workers on a construction site require a General Construction Induction Card (White Card).
Construction workers are required to complete the general construction induction training program, specified in the Safe Work Australia model Code of Practice: Construction Work prior to starting work.

Additional Information
You are required to use the CIT Training Logbook to record all practical training and tasks completed either at CIT’s simulated workplace facility, and/or your workplace (where an appropriate EWP over 11 metres is available). The logbook is provided as a learning and evidence gathering tool. It is a mandatory component of assessment and must be submitted for the Statement of Attainment to be issued.
Under the Work Health and Safety Regulation 2011 (ACT), section 317, a White Card (General Construction Induction Card) is mandatory for anyone performing construction work on a construction site. The White Card is not a prerequisite for enrolment in TLILIC0005 or EWP under 11m training, unless training and assessment is delivered on a construction site.
CIT will inform you of this requirement but is not legally obligated to check White Card status unless training occurs on a construction site under the RTO’s control.
During training and assessment, you must wear suitable PPE for working on a construction site, including at a minimum:
- high visibility clothing,
- safety boots,
- Device to log on to eLearn
Entry Requirements
- Learners are typically aged 18 years or over; however, students aged 17 may enroll.
- To apply for and obtain a High Risk Work Licence (HRWL), the learner must turn 18 within 60 days of the Statement of Attainment issue date.
- Learners must be physically fit and able to work at heights.
- Learners must possess sufficient English language skills to:
- communicate effectively with others in the work area
- read and understand manufacturer instructions, workplace procedures, and safety signage
- Learners must have basic mathematical skills to estimate and measure loads. These skills are checked prior to enrolment.
- Learners must provide any required evidence of entry requirements, where applicable.
Skills Recognition
To study any course at CIT (excluding non-accredited training) you must have a Unique Student Identifier (USI).
Literacy Skills Information
We suggest that you will need Australian Core Skills Framework literacy levels of at least 3 across reading, writing, learning, oral communication and, depending on your course of study, numeracy skills to successfully complete this course.
